ALoMCP Programme

Loss of Mains Protection Upgrade & Programme Registration.

If your SSEG was installed before February 2018 and uses G59 protection, changes to Loss of Mains protection may require your Vector Shift arrangements to be replaced or modified for RoCoF compliance.

Why the Change?

From Vector Shift to RoCoF.

Systems installed before February 2018 may require changes to their Loss of Mains protection.

The supplied programme information explains that changes associated with G99/2 required the removal of Vector Shift arrangements in relevant installations and their replacement with Rate of Change of Frequency protection.

For a period of time, generation owners were able to register sites and apply for programme funding to support the necessary work.

Important: Domestic-Scale Generation

The supplied programme information states that the scheme and its technical requirements do not apply to domestic-scale generation, specifically generation connected under the auspices of EREC G83.

Programme Background

A Network-Wide Protection Settings Programme.

The electricity network licensees — National Grid Electricity System Operator Limited, Distribution Network Operators and Independent Distribution Network Operators — established a service for generation owners to change their protection settings.

The programme information sets out the basis on which owners of embedded generating facilities may apply for participation. If an application is accepted, the generation owner becomes contractually bound by the programme arrangements.

The publication of programme information itself should not be regarded as a commitment or representation by a DNO, IDNO or NGESO to enter into a contractual arrangement.

Participating Networks

DNOs & IDNOs Listed in the Programme Information.

The supplied programme content identifies the following participating network operators.

01 Electricity North West
02 GTC
03 Northern Powergrid
04 Scottish and Southern Electricity Networks
05 SP Energy Networks
06 UK Power Networks
07 Western Power Distribution
08 Other IDNO Connections
Participation Criteria

Who Was Eligible to Participate?

The supplied programme information lists the following criteria for participation.

A

Your generation was connected and commissioned onto the network before 01 February 2018.

B

Your generation operates in long-term parallel mode with the distribution network.

C

Your generation interface protection settings are not already those required by EREC G59 and you can provide evidence of the existing settings.

D

Your generation is connected to the network of the DNO or IDNO stated in the application.

E

You agree to apply the required changes and maintain interface protection settings compliant with the relevant G59 requirements.

Technical Considerations

Protection Changes Can Extend Beyond a Single Relay.

01

Multiple Generation Types

Where a site includes more than one generation type, the programme information allows generation type to be entered as “multiple” with further details supplied.

02

Inverter Control Systems

Some generation equipment includes Loss of Mains functionality within inverter control systems. These settings may also require modification.

03

Multiple Inverters

Some sites may contain dozens or hundreds of inverters. The supplied information states that all relevant units must be modified where necessary.

04

Inverter Replacement

The programme information states that replacement of an inverter itself is not covered. The required work concerns changing or disabling the relevant LoM control logic.

05

Synchronous Generation

Owners of synchronous generation need to consider the risk of out-of-synchronism energisation. The supplied information states that this assessment remains the responsibility of the generation owner.

06

Identifying Required Work

Generation owners may initially refer to operation and maintenance contractors, the original installer or contractors listed through ENA resources.

Historical Programme Deadline 31 August
2022

Deadline Stated in the Supplied Programme Information

The supplied programme material states that owners of generation had until 31 August 2022 to comply with the modified interface protection requirements in the revised EREC G59, after which non-compliant owners could be subject to an enforcement programme.

National Grid Statement Briefing Note: Non-Compliant Relays
Policy Update

Replacement vs Disabling Loss of Mains Functionality.

The supplied briefing note recognises uncertainty during the programme's earlier stages regarding whether non-compliant relays should be replaced or simply have Loss of Mains functionality disabled.

Before 01 February 2020 £4k

Applications submitted before this date could request relay replacement funded at £4,000 per relay according to the supplied briefing note.

On / After 01 February 2020 £1.5k

The stated policy for non-compliant relays became disabling Loss of Mains functionality rather than replacement, with a stated payment of £1,500.

Specific Generator Types £4k

The supplied note states that asynchronous or double-fed induction generation may still require relay replacement, with a stated £4,000 payment.

Programme Principle Evidence

Protection configuration, existing settings and completed works require appropriate evidence under the programme arrangements.

Programme Notes

Important Information Before Applying.

Funding Was Not Unlimited

The supplied information states that funding was limited and DNOs or IDNOs could have constraints on the number of applications processed in a given period.

Early Application Was Encouraged

Programme documentation encouraged generation owners to apply as early as possible to increase the chance of programme acceptance.

Payment Limited to Application Value

Payments would not exceed the value of the application, even where additional necessary work was identified later.

Investigation Costs

The supplied programme information states that costs associated with identifying the required works were not reimbursed by the payment scheme.
